Altitude is measured to the centre of the disc. At 0° the sun has not, strictly, risen — but you can see it anyway, because roughly 3.4 kilometres of air above the horizon bends the light 34 arcminutes upward and hands you the whole thing early. Every sunrise you have ever watched began before it happened. The dial is honest about this and does it too.
