To the Citizen Observer:

Every report filed in this index was submitted by an American observer who took the time to write down what they saw. Some accounts have been resolved. Many have not. The Air Force regards each filed report as a serious scientific contribution and treats every witness as a credible reporter of their own experience until shown otherwise.
